EMOLL - Efficiency
Measurement of Lifelong Learning, using of Balanced Scorecard Concept
Wide range of companies and organizations
needs to improve their competitiveness and efficiency through training of
staff. Lot of money invested to this target is wasted due to lack of tools for
measurement of efficiency of trainings, especially with accent on link between
organization performance, strategy and trainings of individual employees. Plus
it results from our experience that a lot of organizations use various partial
and often “home-made” methods, what cannot bring the complex and relevant
results.
This project will respond to this gap in no-existence of clear methodology for
educational efficiency measurement applicable for organization and companies
standing out formal and non-formal life-long educational system, i.e.
organizations with primary orientation to the industry, services,
administration etc. Therefore the project will develop and verify the
efficient methodology that is able to solve this problem found. This
innovative methodology will be based on Balance scorecard (BSC), which is well
known in the strategy management and used by efficient and competitive
companies.
It is important for the complexity (and long-term sustainability) of the
project to actively involve the representative samples from various
organization contexts and to cooperate together to create the final product.
Evaluation of the efficiency is a crucial issue for the whole stakeholders of
vocational training and lifelong learning across Europe. This project can
actually help the organisations both in each country and on a European level.
Why
does the consortium wish to undertake this project?
During last about 10 years connected with
the endeavor of EU to enforce the life-long learning concept within its
educational policy we have advanced to very concrete questions of its
realization on the various levels. We observe the considerable success in the
field of in-service VET within organizations and companies: their interest and
participation grows. But the real and successful implementation is Europe-wide
observed only in part, mostly at medium size and large companies, namely from
various organizational as well as economical reasons. The employer takes on
himself the care of the HR development and education in the roles of initiator,
educator, evaluator and investor.
Organizations providing the in-service training, sooner or later identically
faces the problem of efficiency in education and therefore of invested sources.
Because the role of organizations here is irreplaceable, and the declared
interest of European educational policy is to encourage and support them by
their educational initiative, it is significant to solve this challenge
systematically and contribute to enhance of participation to VET as well as in
particular to enhance of quality and efficiency of VET and its attraction for
“investors” on the other hand.
In-service VET as a direct part of organizational strategy shall contribute to
improve it to the learning-organization. Therefore it is appropriate to base
the development of methodology for evaluation and measurement of educational
efficiency on by organizations generally known and used models of strategy
management. There is an applicable tool called The Balanced Scorecard (BSC)
here. The BSC is a strategic planning and management system used to align
business activities to the vision and strategy of the organization and monitor
organizational performance against strategic goals. It used metrics,
measurable indicators from various fields of organization-life.
Aims and objectives
Organizations providing own in-service
training sooner or later identically faces the problem of efficiency in
education and therefore of invested sources. This project will respond to this
gap in no-existence of clear methodology for educational efficiency
measurement applicable for organizations, i.e. institutions and companies out
of educational school system. Therefore the aim is to modify BSC concept
specifically for effectiveness of trainings and lifelong learning.
Objectives:
1. To analyze the existing approaches and tools for measurement of efficiency
of in-service VET. (There are reports about initial/school education
efficiency published, but no relevant publications about the further
in-service education available.)
2. To develop the methodology for measurement of efficiency in-service VET
applicable for a wide range of organizations (from not-for-profit
organizations, over commercial companies to state/regional administration and
governmental institutions). Following our experience with strategy and HR
management in organizations we decided to use the concept of BSC as a known,
useful and widely used approach and to modify it to the field of HR
development and in-service educational systems. It will be enriched and
completed with the other aspects from the results of the analysis, particular
to create the structure of measureable indicators and benchmarks.
In particular:
2.1. Development of methodology
2.2. Defining of appropriate metrics: indicators must be clear, enough
concrete and together applicable to various organizations
2.3. Development of computer-based simulation model
3. To train the target users in the innovative EMOLL methodology and exploit
the results into praxis in various organizations. The methodology will be
implemented in 12 pilot projects, i.e. in 2 organizations per partner country.
4. To promote the results and contribute to sharing of the European education
area endeavor to improve of the competitiveness and employment.
